In 2016, the Jewish General Hospital was mandated by the City of Montreal to perform the modification of all his water entries to be update to the RCG 07-031 regulation that request the installation of water meter to be able to measure the drinkable water consumption. The Jewish General Hospital include a total of seven water entries and two independents water meter chambers that supply the main complex and also two independents pavilions. Including more that just the mechanical system, the scope of work include modifications to do in architecture, as for example, the installation of two new rooms to implement the mechanical system to the affected department. Plus, the scope of work have include minors electrical modifications and addition of fire alarm supervision devices on the main valves.

Enertech Solutions acted as project manager consultant. Our knowledge have been put to contribution to initiate the project and evaluate his feasibility. The coordination and the derogation demand to the City of Montreal made it possible to design the drawings and specifications requested to the project to move on to the public bid tender. A tight coordination have been performed with the plumbers of the building to status the risks of the water shut downs and elaborate the mitigation plan to not affected the health cares giving to the patients. A good planification was absolute necessary, because a big part of the shut downs was performed during the night, a period of time when the ressources are limited.

The energy efficiency project implemented by the CISSS-MO falls within a sustainable development approach. The measures selected for this $7M project include lighting modernisation, Kitchen hoods modulating systems and solar heat recovery, as well as the introduction of heatpumping, a very high-energy efficiency method.

Challenges:

Integration of two different building automation control systems (Trane and Delta), as well as the implementation of new HVAC equipments and operational methods.

Enertech was given the mandate to manage the implementation of the energy saving measures and planned outages during construction. To ensure the measures’ quality, compliance and performance, Enertech has developed a Measurement and Verification Plan (M & V) to meet the requirements of the International Performance Measurement and Verification Protocol (IPMVP). This M & V plan will become the cornerstone of this type of performance contract that guarantees a 6.8 year return on investment. Enertech’s professionals has developed this expertise in this type of contract management for ESCO contracts and are able to protect the client’s interests.

The major challenge of the project was the integration and commissioning of these new technologies in human and material infrastructure of the health care facility, a challenge that was brilliantly met by the site engineers of Enertech solutions Inc.

The Anna-Laberge hospital proceeded with the replacement of its magnetic resonance imaging scanner (MRI) in the summer of 2015. The project included the dismantling, construction and start-up of the new MRI scanner by Siemens. The  total project construction cost including the biomdelical equipment was $1,5M in  and it had to accomplished in less than 10-weeks to minimize the loss of service for the patients of the hospital.

For this project, Enertech acted as the project manager and fulfilled the mandate of managing the budget, schedule and the scope of work. Completed on time and without cost overruns, the project was marked by a major challenge: commissioning the MRI’s cooling equipment to ensure stable operating conditions, as provided by both Enertech and the project’s engineering consultants. A great success for Enertech and the Anna-Laberge Hospital, both on the technical and budgetary fronts!

With the launch of the Molecular Pathology Centre, the Jewish General Hospital takes a great step forward for the development of personalized medicine in Quebec. In paving the way for this medicine, molecular pathology reinvents cancer treatment. Instead of tackling cancer with an all-purpose treatment like chemotherapy, doctors begin by examining the molecular profile of the tumour so as to identity unique characteristics called biomarkers, which in turn reveal its vulnerabilities. The project’s complete cycle, which included a $4M budget for construction and a $4M budget for biomedical research equipment, stretched over 24 months. The laboratory occupies 12,000 square feet on the 6th floor of Pavilion E and is host to 40 researchers.

The third largest of its kind in Canada, this centre includes research laboratories on biomarkers, laboratories for the development of PCR-related techniques, as well as molecular development laboratories, in addition to an educational component with more than 30 residents or students on the floor. Many support rooms complement the spaces, including a freezing room, a cryogenic chamber and robotized equipment rooms.

As it has ensured the project’s success and met the objectives of the establishment and its users, Enertech has served as the institution’s representative. From the concept development phase to the development of plans and specification for construction, It has also acted as an intermediary between the institution’s clients, professionals and technical services department.

To reduce energy consumption and labour costs, the Jewish General Hospital (JGH) has begun automating its laundry and replacing its obsolete washers and dryers. The hospital processes more than 15,000 pounds of soiled linens per day over two shifts.

Challenges:

Equipment start-up and commissioning

The Jewish General Hospital has decided to operate its washing facilities with continuous process and acquired a new tunnel washer and high-efficiency natural gas dryers. This has eliminated a shift of 10 employees and generate recurring savings that financed the project construction costs.

The main challenge of the project has resulted in monitoring the phased construction schedule of 10 weeks to reduce the costs of subcontracting for laundry while work was in progress. The handling and installation of equipment in the basement of Pavilion B, where the ceiling height is restricted, was another great challenge

Always in the pursuit of energy reduction efforts and sustainable development, the Jewish General Hospital began in 2011 the completion of Phase II of an ambitious ESCO energy performance project. Fuelled by its expertise in this type of performance contract, Enertech has represented the hospital’s interests throughout the contract negotiation process and has ensured the implementation of measures that provide annual recurring savings of $370,000.

The following energy saving measures were implemented :

  1. Geothermal energy and heat recovery
  2. Conversion of steam heating system into a hot water heating system
  3. Steam network optimization
  4. Heat recovery from flue gas

The main challenge of the project involved coordinating planned outages for the replacement of chillers and hot water boilers as well as for the drilling work for the open loop geothermal wells. Enertech has ensured the coordination and the implementation of the measurement and verification plan for savings tracking, as well as the installation of energy meters that ensure continuous performance of the new equipment. After 18 months of construction and a contingency fund of less than 2% on the $7.5M budget, the project was completed in March 2014. A real success for Enertech and the Jewish General Hospital, on both the technical and budgetary fronts!

Following the fire at Pavilion N, and after a 10-year wait, the Jewish General Hospital finally launched the project to build its daycare center. Listed under the heritage label, this building, built in 1962, belonged to the Sisters of Holy Cross until 2008, when it was purchased by the Jewish General Hospital.

 

 

Project features :

As part of this project, the building will undergo a complete renovation:

– Complete renovation of the façade and installation of a new roof,

– Asbestos decontamination

– Installation of new windows

– Foundation insulation

– New electrical and water inlets; installation of sprinklers and fire alarms; renovation of the elevator.

Issues :

Renovation of a historic building built for the Sisters of Holy Cross in 1962 and left abandoned for over a year. The structure of the building, the ceiling height, the presence of asbestos and respect for the historical aspect were as many constraints as they were challenges. Carrying out the project in two distinct phases (exterior and interior renovation) was also a major challenge.

Role of Enertech Solutions :

Enertech Solutions represented the interests of the Jewish General Hospital throughout the entire project, from the financial package and planning, to calls for tenders from professionals, obtaining permits from the City of Montreal and changes of use (passage through the CCU), discussions and negotiations with insurance companies following the fire, calls for tenders from general contractors, and monitoring of construction and schedules.

And that’s not counting the installation by Énertech of an air system with a thermal wheel for energy recovery, and the steps taken by the company to obtain subsidies from Hydro-Québec.

With a view to optimum waste management and in conjunction with the construction of the Pavilion K dedicated to critical care, the Jewish General Hospital launched a project to modernize the waste and recycling compactors and increase its volume capacity.

With a $650,000 construction budget, the project led to an 800 square feet expansion of the department in pavillon B, the replacement of three compacters and a ventilation system upgrade to reduce foul smell from waste treatment in the hospital. The project’s phasing, which ensured the continuity of service throughout the construction process, was the main challenge faced by Enertech.

Enertech served as the institution’s representative so as to ensure the project’s success and meet the goals set by the users and the establishment. We were the main contact point between the client, the professionals and the technical services department. The project was delivered on budget.

In 2014, Montreal’s Jewish Eldercare Centre undertook a project to modernize its mechanical assets and optimize energy resources at the Kaster and Hope pavilions. This performance contract should generate significant annual energy savings that will ensure a long-term financing of the project with a pay-back of 6.2 years. In addition, the project involves the introduction of innovative measures such as the addition of a geothermal ground source heat pump to provide heating and hot water production.

Enertech has been mandated by CIUSSS to validate and confirm the project’s performance at the Jewish Eldercare Centre throughout the years under contract. Enertech has thus been protecting the institution’s interests by ensuring compliance with the contractual obligations of all parties.
