The MAB-Mackay building is a rehabilitation center for the visually and hearing impaired for CIUSSS-CCOMTL clients. The building is located at 7000 Sherbrooke W., Montreal, Quebec H4B 1R3. The water boilers in the main mechanical room are at the end of their useful life, and are showing significant signs of deterioration. This service offer was prompted by CIUSSS’s desire to pre-purchase new water boilers as part of a boiler room modernization project.

Énertech Solutions acted as the design electromechanical engineers for this modernization project. The firm’s knowledge of energy efficiency enabled it to identify asset maintenance and energy optimization measures with the best return on investment for the development of plans and specifications. Service disruptions were minimized with increased site supervision. The project achieved a 30% energy reduction in natural gas consumption with high-efficiency boilers and optimized control sequences.

The mandate included a detailed analysis of the primary and secondary networks of the building’s heating system.

The main elements of this project are as follows:

  • Feasibility study for relocating the building’s main heating plant;
  • Decoupling of the heating plant from the domestic hot water plant;
  • Selection of high-efficiency, robust water boiler specifications from suppliers;
  • Validation of electrical power supply for new equipment;

Achievements :

Integrated university health center and social services East-of-Island-of-Montreal comprises 2 hospitals, 1 university institute, 8 CLSCs and 15 CHSLDs. With its 17,500 employees, it offers a complete range of health and social services to the population of the Island of Montreal.

The Quebec government has implemented significant GHG emission reduction targets for institutional buildings. The government is committed to reducing GHG emissions by 37.5% compared to 1990 levels. CEMTL wants to take a step in this direction and set the direction for an asset maintenance and energy efficiency project in 18 buildings.

Simply replacing obsolete equipment with equivalent equipment would not enable us to make progress towards government targets. For this reason, we are proposing a feasibility study to establish the potential of a performance project in ESCO mode that would be more advantageous from an environmental and economic point of view for CEMTL.

Project features :

Enertech acted as project manager and representative of the institution to ensure the success of the project and to meet the objectives of the users and the establishment. He was the main contact with the client, the professionals and the institution’s technical departments during the concept development phase, the development of plans and specifications for construction, right up to the construction and delivery of the work to the Hospital’s Medical Imaging Department. He attended statutory meetings, coordinated with all disciplines, monitored the progress of design, costs and schedules, negotiated agreements for changes and provided site supervision. Completed on time and on budget, the project was marked by a major challenge: the commissioning of the MRI’s cooling equipment, carried out by both Énertech and the project’s design engineers. A resounding success for Énertech and the Anna-Laberge Hospital, both technically and financially.

This project represented an excellent opportunity for the owner to upgrade the bathrooms on the six floors of the facility in 2 wings of the building. Each bathroom includes a therapeutic bath, a shower and a toilet. The needs expressed by the head nurse were considered to create a modern shower room by including equipment to enhance the patient experience, such as radiant heating panels installed below the therapeutic baths to keep patients warm during baths and showers. The infection control department was consulted to remove hard-to-clean items that could be a breeding ground for infection.

Énertech Solutions drew on its experience in both engineering and project management to bring this project to fruition, bringing the electromechanical installations up to standard and installing a 95%-efficient Air-to-Air energy recovery system that will save over $40,000 in natural gas costs over the 4 phases of the project. The firm’s expertise enabled us to tighten the rein on construction costs and schedules. Every change request was analyzed so that the owner could obtain the best price according to the project’s circumstances. We listened carefully to the customer’s needs so that the project could meet the expectations of both users and occupants and maximize comfort by incorporating electric radiant panels and laminar-flow air supply grilles.

Maimonides old-age home wishes to proceed with a three-phase re-roofing with a new, more efficient waterproofing system in the summer of 2018. The project involves replacing the membrane and insulating the roof. Particular attention was paid to the ventilation systems, enabling us to reposition them on metal structures that will facilitate maintenance and future work.

Enertech carried out the design and scheduling of the plumbing, HVAC, electrical and fire alarm work and the phasing of the work, which required shutting down the HVAC systems and installing a temporary ventilation and air conditioning system.

The project involved developing a plumbing, HVAC, electrical and fire alarm concept, while minimizing HVAC system shutdowns and maintaining operations at the shelter. To achieve these objectives, methods such as role definition, project review meetings, close coordination with customers and regular validation of plans were implemented. Risk and change management included regular reporting, emergency meetings and a risk management plan with mitigation measures. Emphasis was placed on quality with precise work, regular meetings with users and review and approval of all deliverables. The program involved meetings with customers to understand their needs, as well as a sequence of works to minimize service disruption. The tools used included a work plan, a detailed list of deliverables and summary tables of the estimated budget. Change management was controlled to minimize impacts on schedules and budgets. Finally, design and construction were carried out with due regard to temporary works and fire alarm system constraints, thus meeting the scheduled deadlines.

The Jewish General Hospital (JGH) negotiated an agreement to host the Royal Victoria Hospital’s Epidemiology Department in 2009. The functional renovation project consists of the complete redevelopment of the 4th floor of Pavilion H to accommodate some 50 researchers from the Epidemiology Department, with a new mechanical room, electrical substation, conference room and dedicated server room spread over a 20,000 sq. ft. area.

 

Énertech Solutions played an essential role in the Jewish General Hospital project, from financial engineering and planning to construction supervision. The main challenge was to meet the construction schedule, with a firm move-in date of summer 2010 for the Epidemiology Department. The commissioning of the ventilation equipment was complex, to ensure the climatic comfort of all users, including the server room. In addition, managing work in the presence of asbestos was a major issue at the start of the project.

Methods :
We defined the roles and responsibilities of each stakeholder, held project review meetings, and coordinated closely with clients throughout the design process. Plans were presented and validated by the customer at every major stage of the project, and rigorous coordination between the various trades was maintained (architectural, electromechanical and structural).

Schedule:
We organized meetings with customers to properly understand the challenges and needs of the Jewish General Hospital, paying particular attention to IT data security and departmental access control. The program of functional and technical requirements was drawn up in collaboration with the hospital’s IT department to meet the customer’s expectations.

Quality:
We provided constant supervision of the professionals for the plans and specifications, with review, comments and approvals of all deliverables handed in. Great attention was paid to compliance with the program, particularly for the server room, with validation by the customer.

Budget and change management:
Program changes were controlled and handled to minimize impacts on schedules and budget envelopes. Unforeseen coordination costs and site conditions were kept within planned contingencies. We accompanied the customer through numerous program changes to minimize budget and schedule impacts.

Work sequences and schedule :
Despite the presence of asbestos, we were able to meet design and construction deadlines, completing our deliverables on time.

Risk and change management:
We closely monitored monthly budget reports for the customer, presenting changes and associated costs. Emergency meetings were organized at critical moments in the project. A risk and issues management plan with a mitigation plan was put in place.

The Jewish General Hospital (JGH) plans to relocate and build the Infectious Diseases Department in early 2020. The new clinic will be built on the 2nd floor of Pavilion G, which has the electromechanical infrastructure required for this type of function. The program includes fifteen examination rooms, two treatment clinics for OPAT/ID patients and an administrative section for doctors and nurses, all spread over a 5,000 sq. ft. area.

We fully understood the customer’s issues, establishing an adapted program for access control and patient safety. Precise work and regular meetings with users ensured optimal design to meet the needs of the clinical group. As part of this mandate, we carried out the following tasks:

  • Detailed surveys and CAD drawings of existing installations.
  • Design and upgrade of mechanical installations in Plumbing and Medical Gas, HVAC, Fire Protection and Electrical according to current codes and standards to ensure compliance with the highest requirements.
  • Preparation of plans and specifications for construction, ensuring tailor-made solutions adapted to the specific needs of the project.
  • Services during construction, including participation in site meetings, verification of shop drawings, recommendations for payment requests, technical support for contractors, visits and deficiency reports, and acceptance of work.

The Michel Lefebvre recreation center redevelopment project is located in the municipality of Sainte-Justine-de-Newton, in Quebec’s Montérégie Ouest region. The project aims to modernize the facilities to better serve the residents of this municipality with a day camp for the summer period.

We provided complete electromechanical engineering services for a major renovation of the Michel Lefebvre recreation center. The project included an expansion of the center and an upgrade of the building’s plumbing, fire protection, electrical, heating, air conditioning and ventilation systems. The existing oil-fired heating system was replaced by an efficient electric heating system with energy recovery. We also managed site supervision for all disciplines, making several site visits to ensure the quality of the work.

This project was a good opportunity for the owner to perform an update of two bathrooms located on the 2nd and 3rd floor of the building. Every bathroom has a therapeutic bath, a shower and a toilette. The needs required by the chief nurse have been included to design a brand new fresh bathroom that includes also new equipments to improve the experience of the patients, as the radiant heating panels installed on the ceiling above the therapeutic bath to keep the patient warm. The infection control department was consult to remove all items that are hard to clean properly and could be an infection nest.

Enertech Solution acted as project manager consultant. Our knowledge have helped to perform a good cost control of construction, as also the execution schedule. Each request of change have been analyzed to get the best price on the market to the owner. A peculiar attention to the needs of the user have been realized to permit the project to answer at his best at the awaiting of the users and made them enjoy their new working environment.
